Herms are women with peni. You can tell the sexes apart by bone structure and bodyfat if not by genitals. And even when a woman has a penis, they rarely have testicles.

What the hell are you talking about. You can't be a percentage of a gender; do they have half a testicle and half an ovarie? You can have only 2 chromosomes: an X and a Y chromosome for the man, and two X chromosomes for the women (or occasionally a non-sex related mutation allowing both X and Y). If they had more, it would make no difference; one because it stores genetic traits such as eye-color and height, two because it doesn't effect the gender-
