Actually, the load time issue was addressed a long time ago. Shortly after the game came out actually. So that's no longer a problem with the Postal games.

They've always done that since day 1, nothing new there. I don't think it's the characters that people playing the games care about, it's the ways in which you can kill them.

Actually, there are new animations with certain weapons. The scythe, for example, allows you to hack the person into a ton of pieces which is something you couldn't do before.

I'm at work right now, but if I still have the email at home I'll post it. I'm on their mailing list and they send out different info sometimes than what's posted on their site. You can apparently design entire levels of your own, not just texture mapping.
