If you really want me to, I can find a scan of the score that shows the horns tacet during Peter's theme.
There's no reason, orchestrally speaking, for the horns to come in for Peter, who has the entire string section. Please, give Prokofiev a little more credit.

I forget exactly, but I am pretty sure each character only has one instrument. Like the duck was clarinet or something, and the hunters were the drums-- so are you sure peter gets the
whole strings section?
