This is funny, but it's also sad.
It means that when Goss got tapped, either the Bush Leaguers never asked him if there was anything they ougt to know, or they did and he forgot to say
"Oh, hey, guys, now that you mention it, I did give an interview saying that I was unqualified to work at the CIA. But I think it's okay becuase they never asked if I could, like, be in charge of it. I mean, shit, your boss is the president of the whole United States and he's not qualified to work in a friggin toll booth!"
