I think the big issue is how the war in Iraq took all our resources from actually eliminating Al Quaeda, and then it took all our soldiers from fighting... well, any actual threats, and then it took alll the first responders who were in the national guard and sent them to iraq and put us so deeply in debt that we can't spend any money on actual homeland security like inspecting container ships coming into the us and how the war in Iraq turned out to be pretty much unnecesary and how Iraq is now on the verge of civil war and arabas hate us way more than they used to which seemed impossible but turns out to be true and we paid for the biggest recruitment drive Al Quaeda could ever imagine and Osama is still at large and Al Quaeda is still a fully functional terrorist organization might be issues bigger than a little girl getting her sign snatched.
