New audio technology (more specifically, realistic contextual audio distortions, like when you are listening to a conversation through a wall or driving through a tunnel)
More music (all from the 90's)
Cops can now climb onto your car
35-50% more polygons than from previous GTA games
New lightning system (sets different moods and makes the visuals more impressive)
