The game was given to another company to work on. Eventually, Blizzard decided that it just wasn't working out, so they took the project and gave it to a different company (Swingin' Ape Studios).
Blizzard isn't MAKING the game, exactly. They're overseeing its production and making sure it doesn't suck. Just like Metroid Prime wasn't MADE by Nintendo.
Blizzard now owns Swingin' Ape, who they said will help them with future experiences in the console market.
