Well, there is a strategic risk in setting tables and such. If you say "all troops will be pulled on this day," that's the day the "insurgents" and radicals hold their parade.

If we simply start withdrawing troops, yet leave a small and incpable force their, then they win again. We'll have too few troops their to maintain order, yet just enough for the terrorists their to get all righteous and "outraged" over.

It's a sticky spot.
