I think there is a lot of good advice in this thread (except for the German jerk off guy).

Something else too; if two people are attracted to each other, there is going to be an extra level of awareness between them. Perhaps the other party notices you noticing him. There isn't anything wrong with going up and saying hi to him. If he's THAT shy, your going to have to bite the bullet and initiate the contact. That's just all there is to it.
