At first I was buying about 50/50 land and infrastructure, then I realized that my density was way too low. So I spent the last two days buying infrastructure. My happiness fell from about 16 to 12, and I'm making about the same amount of money that I was before, due to having more people with less money. My tax rate is sitting at 15%, and I have the luxury bonus :/
