Well, the difference is that as a private business 7-11 can do whatever the hell they want, and likewise, you could choose not to buy from there as a result.
It's 7-11's business to know what people are doing inside their private establishments. It isn't necessarily the government's job to know what you are up to on the stret corner at all times. You can opt out of 7-11, but you're sort of stuck with this government as long as you like being an American.
