My company used to test us
randomly 
about once a month or so. The only thing random about it was what day/week in the month it was. It was rarely ever the officers or senior enlisted (sergeants and above) that were tested ... as is THEY don't do drugs, right? It wasn't a problem for me as I don't smoke marijuana anyway but I still thought it was unfair. Since most of us on the low end of the totem pole were sick of our time getting wasted AND the implication that ONLY the lower enlisted did drugs, we set up a meeting with the commmander to address our grievances. All went well and he started testing more randomly. Result? A staff sergeant who many of us didn't like anyway got busted and was kicked out of the military.
P.S. Yeah, we kind of knew he was doing it. He was a piece of crap but I kind of felt bad for being a party to ending a military career ... indirectly anyway.
