Depends on how you tackle it. Either:
A) Turn the lasers (magma) into platforms with the Cement Shot. This totally makes perfect sense.
B) As soon as you scroll up, use the Rush Coil to shoot up
immediately; there's a small pause when you first approach the screen where none of the magma streams are active. Grab the left ladder, climb up and get the E Tank. Climb back down, and hang as low as you can on the ladder. Use the Rush Jet to fly left and land
on top of the laser/magma thing (but not on the blast, of course). Then jet right and grab the right most ladder.
The second way sounds more complicated, but I found it to be way easier and with less risk of fucking it up.
