During the reign of one of the Duvalier's, the US was good with dumping a load of food into Haiti to support the government. Trouble was that it put many farmers out of business. So the out-of-work farmers came to the city where they were promised jobs - when the jobs didn't magically appear, they built ramshackle huts in and around the capital. Sometimes the best solution is to teach people to solve their own problems.
