Zombies were all the rage in video games because it's an easy modification to make.
Normally, AI in games can be VERY intenstive, even if you never physically see it. So having dumb zombies means the games can be done a bit better and a bit faster, at an expense the player accepts.

Although I can understand why people are complaining about it in Red Dead Redemption and Call of Duty. Shoe-horning it into exisiting genres as DLC is lazy.
