I think that is the monkey whose eyes they superimposed on the Emperor's face during his brief appearance in the original theatrical release of Empire.
edit: wait no, they used a chimp for that. Fuck that monkey.
editedit: since it has a cane i'm guessing they were either thinking about useing a trained monkey for Yoda instead of a puppet or they were figuring out how yoda would move or something.
