Yeah, as I told someone else... that would make more logical sense, but on the price tags that were written in english the store was advertising them as soda. Plus, if you look closely, the characters/lovers on the label are drinking it out of a cup with straws. Go figure.

"Soda" is meant to be the flavor. In Japan there are "soda cafes" where people drink traditional style soda (carbonated water mixed with a choice of flavors, as opposed to a premade drink or a cola). Following, "soda" is just the name of a flavor, like "root beer" for a piece of hard candy, (which you conversely would never find in Japan, because they don't do root beer).
So them drinking it from a cup and the word "soda" are only as significant as a drawing of grapes on a box of grape flavored popcicles--only being used to evoke the idea of a flavor.
These are called "chu-pet" or "chu-chu" in Japan, and they are indeed meant to be frozen, snapped in half and crunched on through the plastic. I eat about 10 a day.
