It was never planned.

Well, every war is planned out already. I am sure we have basic ideas and structures on how to attack nearly every nation, keeping track of where things are, etc. but that is just something done all the time.

Why?

Because if something happens it would be irresponsible to not be ready...

But carrying on...

Your title is also not fully honest when you read;;;

The assessment, a National Intelligence Estimate that represents the consensus view of all 16 American spy agencies, states that Tehran is likely keeping its options open with respect to building a weapon, but that intelligence agencies “do not know whether it currently intends to develop nuclear weapons.”

I think something happened in 2003 that may have caused Middle Eastern countries to rethink their nuclear weapons programs.

Was this the invasion of Iraq?

I know Libya also began rethinking their position after the invasion.

No, Libya was in talks with Britain about their nuclear program when the US invaded Iraq.

Rumor is, the Brits never specifically mentioned the invasion, but had a habit of "accidentally" leaving around newspapers with it as the headlines for the Libyan delegation to find. I think thats a little childish, but then again, so are most politicians.
