Trying to remember a movie. Someone help?

It was most likely a b-movie, it was about a woman and two men trying to escape this crazy guy in a warehouse, science center, or something like that. The guy keeps popping up on screens and talks to them, then he releases some type of robotic dog, or hunter thing. It eventually finds the releaser and kills him, then trys to kill the woman and the men. The woman and the men go into a room full of machines, and after his concent, they turn one of the guys into like, a super android by putting a plug in the back of his head. The dog/hunter thing finds them and the android guy holds it off while the woman and the other guy escape.
