Sure, weapon inspections might have turned them up. . .And they then they might. Hell, as long as we're considering it, if we hadn't gone to war, Saddam might never have even used them. He's gotten old, gained weight, and looked as though he was even becoming more docile - though still far from it.
But thats just speculation. Its evident now, if the reports are substantiated, that he was in material breach all the same. Maybe I'm wrong, but I'm of the mind that you don't stockpile weapons for the fun of it. They are expensive and possess a short shelflife. A few decades and they become a waste of money. I have to assume he was going to use them at some point.
