Obviously you don't know New York very well. Throwing ANYTHING off a skyscraper most of the time is architecturaly imposible. If you do succed in getting to a place where the windows actually open, you will soon be arested for terrorist acts. Yes, throwing rubber baby dolls filled with organic substances is considered a biological attack since people will assume the cow parts contain mad cow disease. You will be treated like a war criminal until you recieve your Bloomberg sized $1500 litering fine while the media will go crazy with slogans like "Internet Columbine teen commits bio attack." or "Baby bomb puts block in high alert."

And lets not forget that liberal arts student who placed medium sized boxes with the word "FEAR" printed on top all over a subway platform for his student project (he shut down the S train for 6 hours and didn't even go to jail).
