He doesn't need to do anything about the threat.

He doesn't need to accurately evaluate the threat.

He just needs to scare us.

Screw that. All Kerry needs to do is 'educate' the american people about the fact that Iraq id a red herring in the war on terror and most of our money and power are tied down there.
