The ignoring theory isn't really normal unless you're un-social. Who cares if they weren't flirting with you? Nothings wrong with pursuing a friendship with someone anyways.

And if this "flirting" your talking about is just a few glances from a random girl, she probably thinks your staring at her and she'd like you to stop creeping her out.
