Despite the popular idea that all politicians are stupid, they usually aren't half as stupid as you think.
Maybe they made Iraq a "house for terrorists" as a strategical oppurtunity. If they are all in one place, it makes them easier to kill. Whether they nuke iraq, or just quaranteen it and fuck everyone up.
Believing they are stupid is probably exactly what they want everyone to do.
