That Kennedy laid down a rule to?
That Kennedy Dictated to?
That Kennedy decree, impose, lay down, ordain, set to?

No.

That Kennedy subscribed to?
That Kennedy felt favorably disposed to?
That Kennedy agreed to?
Consented to?

Yes.

But maybe I'm being harsh. Maybe the word 'to' was just becuase you were typing to fast. Even when you look up a word you still can't use it.
