You are right about that.
But a part of this recent scandal involves a list that was found in the archives of the Iraqi Oil Ministry, after Saddam was toppled. It names various people in foregin countries who recieved these "bribes" of oil from Saddam and who also were openly opposed to the Iraq war. This is what the republicians are getting so worked up about.
