As fucked up as this sounds, she could try social services in her area. Being college bound, injured and unable to work would put her in the area of expedited services. The utmost thing to be concerned about is her injury and that constitutes a medical emergency. The second would be housing/living. There are lots of state agencies that would be able to provide direction for her predicament. The key is with family or the social services in her area. Also the art school she is enrolled might be able to provide her with a caseworker (even though she won't begin until the fall, if she has proof of enrollment, she would have a caseworker on staff).
I tend to qualify myself in the area as I provide mentor (caseworker) services to a group of college bound students who are very close to your friend's experience. They come from all walks of life and from every possible circumstance you could possibly imagine. I wish her luck. And even though you and I are at odds, kudos to you for reaching out for her and being her good buddy. She needs this more than anything. Just don't let her give up hope, James.
