I forgot to add that wearing the stockings is a health issue. When the shorts are that short, you have to have a barrier between your skin and the customer. The same holds true for places that don't allow strip clubs in certain areas of the city. It's the "Keep the Pussy off the Counter" health code or at least to maintain a barrier between your skin and the customer's...(whatever - hand, etc.).
