You've hit the nail on the head on that one and I still can't believe it whenever I hear someone defend the abuse with the ever introspective: "They're beheading our soldiers so what's the big deal with sitting on them?"

The current administration is claiming that the abuse that IS being televised was carried out by a few enlisted people. I think this treatment of children speaks to a more widespread campaign. In either case we may never know because the information is being suppressed. And that combined with the lack of will in the U.S. military to prosecute the higher-ups leaves us almost no better right now than the countless other tinpot dictatorships.
