Wishing "good luck" is for obvious reasons. Up until a certain time, it's been bad luck in whatever the reason for wishing a person "good luck" is/was for. Skill, via the medical profession in this case, has little to do with "good luck."
In fact, if one has to wish a surgeon "good luck," one had better find another fucking doctor real quick. Preferably before the first cut.
