Personally, I don't think low voter turnouts are a bad thing anywhere. While it's true that a democracy should be represented by people chosen by the people, there are so many people who don't put serious thought into their voting choice. I take more comfort in the idea that people have to do at least some 'work' to make their vote, which at least narrows the voters down a little more to people who actually think about what they're doing and know why they're doing it.
