Well, my guess is, if he had to order a stop to the practice, there were probably more than two isolated incidents.

I think it will turn out he had to order a stop to it because it was a policy. 'Cause generally, you don't need to order a stop to doing something illegal unless you told them to do it first.

At least I know that my tax dollars are spent wisely.
