While calling bull may be your instinct, I'd have to say it's really not as hard as you'd think.

I was in a local place three days back (I forget the name offhand) and they had three copies of it.

I've seen a copy every once in awhile at the pawn shops when digging for used games as well, often enough to make a slight mental note for it.

One thing I might throw in to this discussion is that it's not as rare as it seems. For example, I've had no trouble finding the SNES versions of FF2, 3 or Earthbound within a month simply by hitting pawn shops/ outlet malls/ used game shops and garage sales.

Since I know the owners of these places on a casual level, I've heard these things discussed before and it seems to be general consensus that the game itself isn't rare but it's PERCEIVED as rare, therefore driving demand for it through the roof. The only game I've had legitimate trouble tracking down was Xenogears, and for some reason after months of nothing I suddenly saw THREE copies of it in Gamestop the other day.

Supposedly, these shops get 'rare' games at least once a week but since they're 'rare', people put their names on lists and the business chain begins.
