Ok, the part about the duffel bags would be hysterical were it not true, but shouldn't we be focusing on allocation rather than transportation of these funds....? I mean, if this money got used the right way, then they could've stuffed it down their pants for all I care.
I guess what I mean is, is this corruption, or is it just haste and laziness....?
