I don't think any political player (with the possible exception of Bernie sanders) ever says anything without a political motive.
Like Chavez, he may have made the offer to score political points in the first place, may be personally overjoyed it ws turned down. I don't really care. I only want to know, did he make the offer, was it turned down?
