CNN had reported on the Wednesday following Katrina that out of State relief aid was being turned away until they got special licenses to operate in LA.
There are plenty other indications of relief efforts being turned away, and we know that even today (9days according to the MSNBC clock) many areas are functioning from private donor supplies only.
Based on that, it's likely there's some truth to Tom Daley's story.
