I'm certain, unfortunately, that there is some truth to it. But I also know that the Salvation Army for example is turning away food and clothing, simply because cash is better.

I think an interesting question might be how much of this is due to simply incompetent state representatives, and how much of it is simply do to a financial inability on the part of the states to meet these relief needs....?
