There are plenty other indications of relief efforts being turned away, and we know that even today (9days according to the MSNBC clock) many areas are functioning from private donor supplies only.

I'm certain, unfortunately, that there is some truth to it. But I also know that the Salvation Army for example is turning away food and clothing, simply because cash is better.
I think an interesting question might be how much of this is due to simply incompetent state representatives, and how much of it is simply do to a financial inability on the part of the states to meet these relief needs....?
