"Time magazine reports that White House Chief of Staff Andy Card was the driving force behind the selection of White House Counsel Harriet Miers -- to the exclusion of Deputy Chief of Staff Karl Rove, who traditionally played a leading role in key selections. Card may have taken advantage of Rove's current distractions because of the ongoing CIA leak grand jury probe. The two men have had differences before -- as each vied for influence with the President -- and Time reports the Miers move "has reignited the tension" between Rove and Card."
