I didn't think you were that young, that's why I asked. When you're pushing 30, that whole 17-23 range seems nebulous.
Anyway, another option is to marry a poor immigrant who needs citizenship. That way, you'll not have to figure your wealthy step-dad into the application next year, but instead your dirt-poor immigrant husband, which will garantuee you the phat grants.
