Make sense.
"Out there" is participating in society and making contact with people. It's going to school, work, or going out to bars, movie theatres, clubs, what have ya, pretty much going outside. By being out there you may be caught in the eye of someone looking for someone, and by making new friends and socializing them you might come across chances you've been looking for.
Unless people look to the sky when they say "out there". Then they're probably people you should stay away from, before they feature you in their pornographous X-files fan fiction and invite you to nightly bed-ins at crop circles.
