Specter always finds himself in a weird spot, partly the problem being that people like you like him, Max. That's no offense to you, I sort of dig the guy too. But Specter is one guy who seems to be well respected by other politicians and voters in his state, but despised by the base (remember the Christian-Right protests in 2002 I believe to have him ousted from this committee?).
It's unfortuante and crass that he always has to think of politics, but i think that plays a small role in it. I think he may sincerely want to fix the problem, while maybe maintaining what might be a necessary security measure.
The Congress might put this whole thing under FISA, which would be a step in the right direction. This latest attempt by the White House though to undermine the work of the legislature is really annoying.
