The publicly stated one is that it saves two million bucks.
The reason that seems most obvious to me, is that it makes EPA agents job much, much harder to do. Their libraries contain lots of research and factual information, and much of it is not available anywhere else.
One of EPA's biggest job is harrassing coprorations which don't comply with environmantal law.
