If an article names three countries that refuse to take the current crop of Iraqi exiles, don't you think it matters that this is a decades old policy which has absolutely nothing to do with the current conflict?

When the same article discusses the possible influx of Iraqi exiles immigrating to the US for saftey, they should be aware that the concept of a Iraqi exiles numbering in the millions isn't a new one, and based on past population numbers we can be sure that the US has never been their first choice, and it's unlikely that will change. Again, how do I know this? Census reports maybe?
