Some enterpriseing person worked out if you viewed the static at the end of the track through some kind of spectrum analyser you could see the image of "the presence":

Opal/Parepin is somehow the cause of The Presence. It seems to be a sort of hallucination.
Opal is the drug that the government used to rid the country of cocaine possibly for economic gain - as stated in various sound clips, no one has an interest in coca leaves anymore and everyone is hooked on Opal from America.
Parepin is the substance the administration puts into the water to boost immune systems and protect us from bio-terrorism, but those who haven't drank water in a while reveal that they have more clarity and feelings than most other citizens who routinely drink it.
It's basically a form of mind control, and although I'm not sure the *exact* link it holds, it fits in somewhere. There's also an Evangelical Church integrated into the story, and perhaps they have some connection to releasing or creating the substances, because The Presence seems like some sort of reminder of God. When people see it, they freak the hell out. Church/Govt/Mind control - all related.
