I wouldn't doubt it. When I worked in an S2/S3 office (intelligence/operations) at Ft Bragg, I saw maps of Haiti both ordered and analyzed about 7-8 months prior to even reading it in the news that any troops were to be sent there. Obviously, I realize that you have to plan wars but my point is that it seems like the military sometimes builds it war plans up and THEN look for a some kind of catalyst to justify their actions. Once the catalyst has been sprung, they then spend months building up the nationalism and proceed with the war plans as if it were the catalyst that inspired it when the plans were there all along. It's all so formula it makes me sick. It's not the manipulation that makes me so sick as it is the fact that the manipulation succeeds with the majority of Vinces ... er ... Americans.
