To stop some of the controversy would it be worth adding all the "upright citizens" chosen by the mods to a poll where everyone would be able to vote against them (kind of like pop idol ). That way it'd be obvious which choices are really unpopular.

Making it anonymous would be good, too.
I like this idea, and especially the making it anonymous part. Not only will more people vote, but nobody will be afraid of taking shit for their opinions
