The U.S. government should ask IBM for advice on what to do when throwing more people at a problem only causes more problems; there's a book that was written by one of the former project heads for IBM in the late '60s that explains quite clearly how 1 + 1 doesn't always equal 2, and in fact, sometimes equals 1/2.
Rather than sending more and more troops, they should be restructuring the ones that are already there.
