This is all an elaborate distraction so the jewel thieves can tunnel thier way into the vault across the street to steal the diamonds. With the threat of bombs the adjoining buildings will all be evacuated, making it easy go undetected while cutting through the near meter thick slab of concrete. The plan is to make it to Morraco, be sipping red wine and fucking children before the bombs even go off.
