Those who didn't smoke would be publically executed by means of the lethal-second-hand-smoke chamber.

I don't smoke cigarettes. I hate the taste. I get no excitement from them. Sometimes I smoke beedees, but they taste good. Other smokeable objects also veg in my capitol.
