Personally, breasts just don't matter. They're breasts. Even men can have boobs. They don't have vaginas, so I don't know. Like you guys stated, I'm guessing its part of the "attraction" thing... you can't exactly see a girl's crotch through her pants, but you can see boobs, so its a more self conscious issue.
